Milan Popović Nominated for State Audit Institution Senate Seat
The Assembly Committee for Economy, Finance, and Budget in Montenegro has proposed Milan Popović as a candidate for the fifth senator of the State Audit Institution (DRI). This follows the withdrawal of Predrag Radunović, a master’s degree holder in economics and head of the internal audit department at the University Rectorate, from the nomination.
The proposal for Popović’s candidacy comes amid concerns raised by opposition members who argue that the process lacks precedent. This marks a significant moment as it is uncommon for a committee to nominate a candidate who subsequently withdraws. The committee’s decision to continue the selection process with the remaining candidates has faced criticism, with the opposition claiming that the integrity of the process has been compromised.
During the committee meeting, Miloš Konatar of the United Reform Action (URA) expressed discontent regarding the situation, emphasizing the need to uphold the dignity of all candidates, including Radunović. He highlighted that the process should focus on selecting qualified individuals rather than politically suitable ones. The opposition voiced their objections to the proposed nomination, with Nikola Milović from the Democratic Party of Socialists (DPS) stating that there are concerns over the qualifications of candidates.
Opposition members have previously accused the ruling majority of obstructing the European integration process. They have been scrutinized for questioning the qualifications of candidates, which they argue detracts from the selection of the best individuals for the role. Milović noted that the committee’s current direction could lead to further issues, as the majority seeks to invalidate the decision to select a senator and reconsider the remaining candidates.
Boris Mugosa, the committee chair, remarked that the lack of dialogue in the nomination process is a significant regression. He indicated that the situation could encourage other candidates to seek a review of how the committee has conducted itself. Zdenka Popović from the Democrats pointed out the absence of clear procedures for addressing such situations, suggesting that this could be rectified in future legislation regarding the Assembly.
The European Commission has urged Montenegro to expedite its processes, particularly regarding the selection of a senator, stating that it is essential for fulfilling Chapter 32 of the accession negotiations. Popović’s nomination comes as he competes for the second time for a senator position, having previously withdrawn his candidacy two years ago after an interview with the committee.
The current list of candidates for the DRI Senate seat includes Jadranka Delibašić, Dragan Bulatović, Dobrila Glomazić, Svetlana Krgović, and Željko Vidaković. In addition, Melita Suljević, Marina Vujić, and Danijela Papić have also submitted their applications for consideration.
In a letter addressed to the committee, Radunović stated his reasons for withdrawing, expressing a desire to avoid any potential doubts surrounding the integrity of the institution he would represent. He conveyed his gratitude to those who regarded him as a competent candidate for this prestigious role.
As Montenegro navigates its political landscape and strives for adherence to European standards, the ongoing developments in the DRI’s senator selection process will be closely monitored by both domestic and international observers.
