Guildford Council Addresses Misunderstanding Over £55 Million Fund
In a recent exchange regarding the management of Section 106 funds, Guildford Borough Council clarified that the available amount is significantly less than the £55 million stated by some local councillors. Current figures indicate a total of £13,954,054.60 in unspent funds, a point raised by George Potter, a Liberal Democrat councillor.
The controversy stems from comments made by Sue Wyeth-Price, who argued that the council’s figure does not account for an additional £41 million that is expected to be received in the future. This anticipated sum includes funds linked to the still undeveloped Wisley Airfield project. Potter responded by emphasizing that this money is not currently available and should not be portrayed as unspent by the council.
Clarification Over Fund Availability
Potter questions the rationale behind Wyeth-Price’s claims, stating, “Why write an article claiming there is £55 million ‘unspent’ when the article itself contains an admission that that is not the case?” He highlights that funds should only be considered unspent when they are actually received and available for use.
According to Potter, the portrayal of funds that are not yet due creates confusion among the public. He contends that focusing on the £30 million of unspent money currently held by the county council would be a more productive avenue for campaigning, rather than making claims that may mislead constituents about the borough council’s financial status.
Implications for Local Governance
The debate surrounding the management of Section 106 funds underscores the importance of transparency in local governance. These funds are typically generated from developers to support community projects, making their effective use crucial for local development.
As discussions continue, both councillors emphasize the need for accurate communication regarding public money. The council’s position is that focusing on unreceived funds can detract from pressing issues regarding existing unspent resources. This situation serves as a reminder of the challenges local governments face in managing community funds and the necessity for clear dialogue among elected officials and their constituents.
