Welsh Government Criticized for Failing NHS Recovery Targets

The Welsh Government faces significant criticism for its ongoing failure to meet targets set in the Planned Care Recovery Plan for the National Health Service (NHS). Mabon ap Gwynfor, the health spokesperson for Plaid Cymru, highlighted that none of the targets established in 2022 have been achieved, leading to escalating concerns about the state of healthcare in Wales.

According to the latest data on waiting lists, the situation has not improved. The Planned Care Recovery Plan aimed to address various waiting times, including reducing the number of patients waiting for outpatient appointments and specialist treatments. Key targets included eliminating waits longer than one year for first outpatient appointments by the end of 2022, and reducing waits longer than two years in most specialties by March 2023. Both targets remain unmet.

Target Failures and Their Implications

The targets set forth in the Planned Care Recovery Plan were ambitious yet necessary, given the increasing pressure on the NHS. Other goals included reducing waiting times for diagnostic testing and ensuring that 80% of cancer diagnoses and treatments be completed within 62 days by 2026. Unfortunately, none of these benchmarks have been achieved.

Recent statistics reveal troubling trends, particularly concerning cancer treatment. The proportion of patients meeting the 62-day target dropped from 61.3% to 60.2% in the latest reporting period, significantly below the established goal. Mr. ap Gwynfor described this fluctuation as “completely unsustainable,” suggesting that the current approach is both ineffective and costly.

He emphasized that the Labour Government’s response has normalized low expectations, celebrating partial progress while failing to address systemic issues within the healthcare system. With an estimated £1.5 billion spent on attempting to reduce waiting lists during this Senedd term, the situation appears dire.

Calls for Comprehensive Action

Mr. ap Gwynfor articulated that the ongoing failure to meet waiting list targets is symptomatic of deeper issues within the Welsh health service. He stated, “The waiting lists are a symptom of deeper problems within the health service, and until they get to grips with these problems—governance, social care, and primary care—then we will continue to see the figures see-saw up and down.”

Plaid Cymru has proposed comprehensive plans, developed in collaboration with clinicians and NHS managers, aimed at addressing waiting lists in both the short and long term. The party advocates for a more robust cancer strategy in Wales, moving away from the current “muddled approach” to ensure timely treatment, which is critical for patient outcomes.

The criticism from Plaid Cymru underscores a broader discontent among the Welsh populace regarding healthcare services. Mr. ap Gwynfor noted, “Labour have never hit any of the targets for our NHS. Even worse, if you were to backdate the statistics to before the targets were set, they haven’t been hit for over a decade.”

As Wales prepares for potential leadership changes in 2026, the discussion around NHS performance and accountability is likely to remain central to political discourse. Mr. ap Gwynfor concluded with a call for new leadership, stating, “The people of Wales deserve better; they deserve an NHS fit for purpose.”
