Peru Declares Emergency as Migrants Surge After Chilean Warning

Peru will officially declare a state of emergency along its border with Chile, as announced by President José Jerí on October 13, 2023. The decision comes in response to a rising number of migrants attempting to enter Peru after a warning from a leading Chilean presidential candidate regarding the expulsion of undocumented foreigners. Jerí stated on the social media platform X that the emergency measure aims to “generate tranquility before the risk of migrants entering without authorization.”

Currently, approximately 100 foreigners, primarily from Venezuela, are gathered at the border seeking entry into Peru. In light of the situation, General Arturo Valverde of the Peruvian police informed local broadcaster Canal N that surveillance efforts have been intensified prior to the formal declaration of the state of emergency.

Tensions at the border escalated following comments made by José Antonio Kast, the far-right candidate leading in polls ahead of the upcoming presidential runoff against leftist contender Jeannette Jara. Kast warned that if he wins, undocumented migrants would be required to leave Chile within the coming months. In a video message recorded at the border, he stated, “If you don’t leave voluntarily, we will detain you, retain you, expel you, and you’ll leave with what you have on.”

The announcement from Peru highlights growing concerns across the region regarding shifting migration flows and the potential increase in pressure on border security. As countries grapple with the complexities of migration, the measures taken by both Peru and Chile reflect a broader struggle to manage the humanitarian and logistical challenges posed by large movements of people.

In response to the situation, the Peruvian government is likely to implement additional resources at the border to ensure safety and security. The state of emergency will provide authorities with enhanced capabilities to manage the influx of migrants and maintain order in the region.

The implications of these developments extend beyond immediate border security. They underscore the ongoing debates about immigration policies in Latin America, particularly as countries like Peru and Chile navigate the balance between humanitarian responsibilities and national security concerns. As the situation unfolds, both governments will need to address the underlying issues driving migration while ensuring the safety and dignity of those seeking refuge.
