UK Hospitality Industry Reacts to Disappointing Autumn Budget

The UK’s hospitality sector has expressed deep disappointment following the Autumn Budget, which failed to address critical financial pressures. Key measures such as cuts to VAT and adjustments to National Insurance contributions were notably absent. Even the proposed cut to business rates has been criticized as insufficient, with industry leaders warning that inflation-linked revaluations could negate any benefits next year.

Karl Mason, spokesperson for the UK Spirits Alliance and director of Masons of Yorkshire, remarked, “This is a sad day for the nation’s distillers, pubs and the wider hospitality sector.” He highlighted that three in ten landlords are concerned about potential bankruptcy within a year if costs continue to rise. Mason added that this Budget could push struggling businesses over the edge.

Over the past year, the hospitality industry has faced significant challenges due to rising taxes and declining consumer confidence. According to the Office for National Statistics (ONS), the sector is projected to lose 111,000 jobs by the end of October 2023. Industry lobby group UK Hospitality had advocated for reductions in VAT, lower National Insurance contributions, and reduced business rates to alleviate these pressures.

Chris Gamm, Chief Executive Officer of Springboard, expressed concern that the lowered business rates would not sufficiently offset the losses incurred from a higher minimum wage and freezes on income tax and National Insurance thresholds. Gamm stated, “We expect entry-level hospitality roles to decrease and further job losses to follow.”

The financial strain is further compounded by alarming trends in pub closures, which reached a record high in the first ten months of 2023, the most significant decline in over two decades. This represents a five percent increase compared to the same period last year and more than a tripling since 2015.

Piers Skinner, managing director of hospitality technology firm Telemetry, commented, “Today’s budget squeezes the hospitality sector even further, with absolutely no relief provided to support.” He fears this situation could be “devastating” for many businesses.

Tourist Tax Adds to Industry Challenges

In a related development, the government is considering a new tourist tax, which may impact accommodations like hotels and guest houses. The proposal was mentioned by Rachel Reeves, and is part of the English Devolution and Community Empowerment Bill currently progressing through Parliament. Regional leaders, including London Mayor Sir Sadiq Khan and Greater Manchester Mayor Andy Burnham, have advocated for this measure, but it has drawn fierce criticism from the hospitality sector.

Kate Nicholls, chair of UKHospitality, condemned the government’s move, stating, “The government has gone back on its word and introduced a damaging holiday tax.” She noted that this decision contradicts previous commitments made just two months ago, where officials stated they “had no plans” for such a tax. Nicholls warned that this could impose an additional £518 million burden on the public when traveling in the UK, exacerbating already high costs for the hospitality industry.

Critics argue that the introduction of this tax could deter travel and complicate life for businesses already struggling to recover. Nicholls concluded, “Make no mistake – this cost will be passed directly onto consumers, drive inflation and undermine the Government’s aim to reduce the cost of living.”

As the hospitality industry grapples with these developments, the future remains uncertain, with many stakeholders calling for urgent government support to ensure sustainability and recovery in the sector.
