Governor Ademola Adeleke presented the 2026 Appropriation Bill to the Osun Assembly, outlining a budget of N705 billion. This budget allocates 55 percent for capital expenditure and 45 percent for recurrent expenditure, marking it as a blueprint for transformation within the state.

During the presentation, held on Wednesday, Adeleke emphasized the government’s significant progress in implementing the previous year’s budget. He stated that the proposed 2026 budget builds upon the achievements of his administration over the past three years. The governor detailed the revenue projections, highlighting that the total recurrent revenue includes N221.68 billion from the Federal Account Allocation Committee (FAAC) and N199.57 billion from independent sources. Additionally, other receipts are estimated at N268.35 billion.

The breakdown of the budget shows that recurrent expenditure will total N317.41 billion, which encompasses personnel costs of N135.01 billion and overhead costs of N182.41 billion. In contrast, the capital expenditure is set at N388.38 billion. Adeleke noted that this budget aligns with the projections outlined in the 2026–2028 Medium-Term Expenditure Framework, consistent with the Osun State Fiscal Responsibility Law 2012.

Infrastructure and Social Initiatives

Adeleke reflected on the state’s infrastructure development, which had significantly declined prior to his tenure. He stated, “With the construction of over 300 kilometers of roads across the three senatorial districts, we have improved transportation and reduced congestion.” He expressed confidence that over 75 percent of ongoing road projects would be completed, emphasizing his administration’s commitment to finishing each initiative.

The governor reiterated the administration’s dedication to ensuring timely payment of salaries and pensions, which has been a priority since he took office in 2022. He also highlighted recent health initiatives, including the Imole Medical and Surgical Outreach, aimed at providing care to residents across the state.

Additionally, the government inaugurated 10,000 youth into the Imole Youth Corps Scheme, targeting unemployment and poverty alleviation. Participants have been allocated roles in various sectors, including environmental services and education.

Adeleke also announced the handover of the Medical Research and Training Hospital, built by Folorunso Alakija, to the state. He praised this gesture as a significant contribution to healthcare in Osun. He noted improvements in the UNIOSUN Teaching Hospital, where infrastructural advancements and digital innovations have been implemented, enhancing both staff welfare and patient care.

Legislative Support and Financial Management

In response to Adeleke’s presentation, the Speaker of the Osun Assembly, Rt. Hon. Adewale Egbedun, commended the governor for his transparency and prudent management of state finances. Egbedun emphasized the importance of continued legislative support for the executive branch, particularly in light of the positive outcomes from previous budgets.

He stated, “The implementation of budgets for 2024 and 2025 has yielded measurable results in infrastructure, education, and healthcare.” The Speaker acknowledged Adeleke’s leadership during challenging periods, noting his commitment to maintaining peace and stability during local government disputes.

Egbedun also recognized the financial constraints faced by the administration, particularly due to the withholding of local government allocations by the federal government since March 2025. Despite these challenges, he praised the administration for consistently fulfilling its financial obligations, maintaining developmental projects, and upholding worker welfare.

The governor’s proposed budget reflects a strategic approach to addressing the immediate needs of Osun State while laying the groundwork for future growth and development.
